As a writer, games with good stories, such as Nier, interest me. As a former artist, games with fantastic artwork, such as El Shaddai, fascinate me. As a rhythm-less drummer, games with good music, once again Nier, keep me hooked. The Journey Down, has each of these in the journey downspades.

The Journey Down, episode 1, centers around three residents of a city named St. Armando: Bwana, the owner of a refueling station near a port, his brother Kito, and Lina, a university student searching for a book containing information about the mysterious Underland. Unfortunately, the story does not start off strong, and it barely picks up the pace throughout the first episode. Thankfully the interesting back stories behind Bwana and Kito, which centers around their missing father, help carry the game forward until the mysteries of the Underland begin to captivate you.

Or at least it did for me. The one thing I have to give The Journey Down the most credit for is for its portrayal of people of African descent, particularly Lina and Bwana. Bwana is most clearly Jamaican and, in some ways, he feels almost like a stereotype, yet as you progress, it?s easy to see that he isn?t (in ways I won?t reveal such as to not spoil the story). Lina, on the otherhand, is immediately non-stereotypical, in that she is an intelligent woman who isn?t simply being lead on an adventure, as most intelligent women in games today seem to be, but she instead initiates the adventure. As a person of African descent, I knew it would be possible that I would be offended by a game featuring predominantly black characters, yet I wasn?t. There are some stereotypes (mainly two that I can think of), but even these are inoffensive and are actually fun characters. This shows that a lot of thought was put behind the characters in The Journey Down, especially when you consider that the entire game was made by a group of Swedish developers.

Enjoying isn't something you do, it's just something that happens. You don't decide whether or not you like a food, or whether or not you like that food more than all other foods. "Picking favorites," as people like to say, isn't about picking at all; it's about finding a way to say something you already feel.

Facebook's goal, it seems, is to conflate these two things: In its last major iteration, "liking" became "sharing." (In the newest micro-iteration, "doing" is sharing, too.) "Liking" on Facebook is a public articulation of support first and foremost. It's useful for telling people things; it's less useful for keeping track of things that you actually enjoy.

That's what favorites are for. Or, at least, that's what they were for.

"Favorite" was never meant to be a verb, but then again, so many words weren't. For a few hundred years it would sporadically surface, either in poetry or literature, as a purple-hued version of "favor," or in straight accounts of sports (especially horse racing). But by and large, the arbiters of language were able to beat back "favorite" as a mutant verb.

Then computers happened. Early digital reuses of the word left it a noun, but not undamaged. Microsoft and AOL asked their users to create lists of "favorites," which didn't sound especially unusual but was a perversion nonetheless: to declare something a "favorite," strictly speaking, is to declare it preferable to all other things, or at least to all other similar things. If you want to be a jerk about it, you might say that a "favorites" list in a Web browser should be one item long.

'Favoriting' is no longer a private affair

Modern favoriting is descended from Internet bookmark favoriting, and it serves a similar core function. Favoriting on YouTube or Flickr or Twitter is like keeping a site-specific bookmarks list.

The crucial difference is that unlike bookmarking, favoriting happens in public. This has a subtly transformative effect on what it means to favorite something: If bookmarking is like keeping a scrapbook or a diary, favoriting is like leaving it out on the coffee table for everyone to read.

Maybe it's that implied sense of privacy that has made social favoriting so versatile and strange. Favoriting on Twitter is a culture unto itself, a context-bound way to say anything from "I endorse this" to "I want to read this later" to "I saw this" to "Ha!" Twitter favoriting started, as I remember it, as a way to keep track of tweets I loved, just for me. Now it's evolved into complex one-word language I speak fluently with people I know, people I wish I knew and people I've never met. It's also a source of joy: Getting faved is just the best; better than retweeting under the right conditions, and more intimate. On Twitter, I troll for favs.

Seeing other peoples' favorites, as you can in Twitter's new Discovery tab, feels like overhearing the real conversation. And still, clicking the star instead of the retweet icon feels satisfyingly furtive.

Sites such as Favstar have built a business around tracking and rebroadcasting Twitter favorites, but Jason Kottke's favorite-aggregating site, Stellar, is the first site to treat them as a cohesive, separate conversation. (Note: it's still private.) A Stellar feed is a mixture of friends' favorites from Twitter, YouTube, Flickr and Vimeo.

Stellar treats all favorites equally, which makes it easy to see how they're different. "[Favoriting can be] bookmarking for later, archiving (which is slightly different than bookmarking, it's longer-term storage), expressing appreciation, social grooming, curatorial (that word again!), and increasingly for sharing with others," says Kottke. He's noticed two divergent schools of favoriting, one more deeply social than the other:

A Twitter fave is a chuckle or slight nod, an "I heard you" or "atta girl." Vimeo faves are almost all cool stuff and not friend stuff. YouTube faving is even more extreme ... it's almost all viral videos.

Flickr's favoriting activity reflects a bit of both, and makes for an interesting extra data point in the site's slow death. "Flickr faves are also pretty social," Kottke says, "but its use among Stellar users has declined sharply over the past year, so it's gotten less social ... people tend to fave cool stuff rather than friend stuff."

The resulting mixture, in any case, is fantastic: I don't even use Stellar properly ? rather than follow people, I just look at a centrally curated main feed ? and I feel the need to visit it every day. It's my most reliable source of nice content on the Internet right now, and it's sourced entirely from interactions that most people regard as at least semi-private. It's also, I think, where the action is.

People who strongly resist data indicating that human-induced climate change could spell catastrophe aren?t ignorant about science or numerical reasoning. Quite the opposite, a new study finds: High science literacy actually boosts the likelihood that certain people will challenge what constitutes credible climate science.

Who will be receptive to climate science, the study found, depends more on cultural factors such as attitudes toward commerce, government regulation and individualism than on scientific literacy.

?Simply improving the clarity of scientific information will not dispel public conflict? over climate, the study?s authors conclude online May 27 in Nature Climate Change.

There has been a prevalent view among scientists that skeptics of climate change and its ramifications would come around if they understood the facts, says Dan Kahan of Yale Law School. But studies by his group and others have shown that cultural factors can strongly influence what people accept as truth about certain technical issues.

For the new study, Kahan and his colleagues surveyed 1,540 American adults on science, capacity to comprehend and use quantitative information, political orientation, attitudes on the roles of government and commercial enterprises in affecting risks to society and risks posed by climate.

The survey characterized cultural outlooks along dimensions of individualism and egalitarianism. People with high degrees of individualism tended to have attitude that were pro-industry and skeptical of risks. People exhibiting a high degree of egalitarianism ?tended to be morally ambivalent towards markets because they think that?s what causes social disparities,? Kahan says.

The data show that on climate change issues, ?cultural identity is what is disposing people to find evidence convincing or not,? Kahan says. And ?the study shows this divide only gets bigger, for ordinary people, when they become better able to understand science.?

The findings point to the steep uphill challenge for advocates of climate science and policy to broadly communicate risks, says political scientist Arthur Lupia of the University of Michigan in Ann Arbor. In fact, some of the most science-literate critics will listen to experts only to generate compelling counterarguments, he says.

In America today, climate change has come to approach abortion in its cultural impact: ?It?s immediately polarizing,? observes sociologist Aaron McCright of the Environmental Science and Policy Program at Michigan State University in East Lansing. ?Hard-core deniers seem to be no more than 10 percent of the [U.S.] population ? which in some ways is good,? he says. ?It means we might still reach the other 90 percent.?

The U.S. joined more than a dozen nations in expelling Syrian diplomats on Tuesday, and Republican presidential candidate Mitt Romney pushed for further, direct action to dislodge Syrian President Bashar Assad. But President Barack Obama's spokesman emphasized more limited options.

"We do not believe that militarization, further militarization of the situation in Syria at this point is the right course of action," said White House press secretary Jay Carney. "We believe that it would lead to greater chaos, greater carnage."

The nation's top military officer, Joint Chiefs of Staff Chairman Gen. Martin Dempsey, had appeared to hint at a possible shift in that longstanding U.S. position, saying Monday that despite reservations about military intervention "it may come to a point with Syria," because of the mounting atrocities.

Pentagon spokesman George Little said Tuesday that those remarks did not mean the United States had backed off its position that military intervention risks doing more harm than good. The Pentagon has not been asked to provide plans for military options in Syria, Little said.

"The focus remains on the diplomatic and economic track," Little said. "But at the end of the day, we in the Department of Defense have a responsibility to look at the full spectrum of options and to make them available if they're requested."

Romney, who is opposing Obama in this year's presidential election, said the massacre argued for strong action, including arming the rebels and pressuring Russia to stop selling arms to Assad forces.

"President Obama's lack of leadership has resulted in a policy of paralysis that has watched Assad slaughter 10,000 individuals," Romney said.

The administration's position reflects deep doubt that any bombing campaign could be accomplished quickly and relatively bloodlessly, as in Libya. The United States would have to be a major participant in any sustained coalition war to remove Assad, something U.S. officials had all but ruled out before the massacre in Houla over the weekend.

The United States is providing "non-lethal" assistance to the Syrian rebels fighting Assad, meaning supplies and help that do not include ammunition or weapons.

"Right now, our focus is on humanitarian aid, non-lethal aid, and I'm not going to speculate as to where the future might take us," Little said.

The administration is also helping other nations who are providing lethal aid determine suitable recipients.

"We and many nations that are ? that consider themselves friends of Syria ? are assessing the opposition as we help ? help them stand themselves up and help them unify," Carney said.

"This is a political measure. This is a statement of our extreme disapproval and horror at the massacre," State Department spokeswoman Victoria Nuland said after Washington informed the top-ranked Syrian diplomat that he had 72 hours to leave the country. "We will obviously continue to look at other ways we can pressure the regime economically, politically, diplomatically, and continue to try to tighten the noose."

Carney also said the U.S. is working with allies to assess further action, but he gave no detail about what those next steps might include.

He threw cold water on efforts by Persian Gulf nations and some Republican critics to begin sending U.S. weaponry to the Syrian rebel forces, although he acknowledged that other nations may go ahead without U.S. help. The United States is worried that weapons would go astray and strengthen an Islamist terrorist movement or feed a possible civil war. Military officials also worry that even with additional arms the rebels would be hopelessly overmatched by Assad's army and the shabiha, the pro-government gunmen believed to be responsible for the Houla carnage.

"The nature and shape of and the membership of the opposition is still something that we and our partners are assessing," Carney said. "That is another consideration that has to be acknowledged when efforts like that are undertaken."

U.N. envoy Kofi Annan called the massacre a "tipping point," and the diplomatic deep freeze was swift.

"This amounts to abandoning all reason, sense, conscience, intelligence and mercy," Turkish Prime Minister Recep Tayyip Erdogan said Tuesday. "This inhuman massacre amounts to trampling all values that make a human being a human being."

The U.N.'s human rights office said Tuesday that most of the 108 victims in the town of Houla were shot at close range, including 34 women and 49 children, and entire families gunned down in their own homes. The expulsion of diplomats was a sign of "absolute disgust" with Assad's rule, the Obama administration said.

The United States will keep up pressure at the United Nations Security Council, and individually with allies and partners, Nuland said.

A lobbying effort with Syrian ally Russia is part of that effort. Russia has blocked U.S. efforts to impose a U.N. arms embargo or international travel ban for senior Syrian officials.

Putnam County Habitat for Humanity held a house dedication ceremony for the home constructed over the course of the last two years for the Jones-Man family in Putnam Lake.

It was all smiles and tears of joy when the Putnam County Habitat for Humanity held a house dedication ceremony for the home constructed over the course of the last two years for the Jones-Man family in Putnam Lake.

As part of the ceremony, Charles Jones and Octavia Man, who held the married couple?s toddler son, received handmade quilts and crocheted blankets, a tool belt, plants and gardening equipment and a Bible to mark the new ownership of their home that they themselves had contributed hundreds of hours to construct from the ground up.

In attendance were the local Habitat?s Board of Directors, including Rev. Ken Mast of the First Presbyterian Church of Mahopac Falls who founded the local Habitat, a core group of approximately three dozen volunteers from throughout the county who contributed to the building of the home and local elected officials, including Town of Kent Supervisor Kathleen Doherty, Putnam County Sheriff Donald B. Smith, Putnam Valley Town Supervisor Robert Tendy, of the municipality that will host the next Habitat project, and Town of Southeast Councilman Edwin Alvarez.

Jones emphatically thanked those gathered who had helped his family?s dream of home ownership come true.

Brewster resident and Habitat volunteer Ed Rinde also recognized the labor provided by volunteers, as well as the professionals services, materials and fittings donated by local businesses.

?Volunteers don?t get paid because they are worthless. It?s because they are priceless,? Rinde said.

Two of those volunteers are father-son team Peter and Adam Menken, who live in Stormville and who had been on the work site for the past two years building the house.

?We started on April 7, 2010 and we haven?t missed a Saturday since,? Peter Menken said, noting that that his son has plans to become a plumber and was recognized withPutnamCounty?s 2011 Youth Award for the many hours he contributed to building the house.

Community members who are interested in getting involved in the next project, but worry they don?t have the skills needed to construct home, are still highly encouraged to participate.

Aside from the plumbing and the electrical work that must be done by licensed contractors, Habitat project foreman Steve Boeils said that everything else on the house was done by skilled and unskilled volunteers.

?You don?t need skills to come and help. That is our responsibility to show you,? he said.

Carmelresident Jim Mullen was one of a group of three dozen core volunteers who showed up consistently.

Mullen said that early this year, he was looking for a way to volunteer and stumbled upon Habitat. He called Boeils, who told him to come on over.

?I like working with my hands and doing projects around the house,? Mullen said. ?Habitat resonated.?

He said Boeils talks to each volunteer, gauges their experience, explains what needs to be done and then lets volunteers get to work. He returns periodically to check in with them to answer questions.

?You are doing something good while you are learning something,? Mullen said, adding that he?s used his new skills to tackle some projects at his home. ?You are giving something and you?re getting something.?

Habitat President Mary Rice said that when the organization seeks out a family who needs a home that they must meet certain criteria that when they move into the donated house they will be able to make monthly payments on an interest free mortgage held by habitat, as well as pay their taxes, insurance and utilities, all of which cannot exceed one third of their income.

?We want them to succeed,? Putnam Habitat President Mary Rice said.

And that deep experience of both giving and receiving resonated deeply with new homeowner Jones as he stood in his newly-christened kitchen.

?I?m overwhelmed. I?m grateful. I?m very excited to have the opportunity to be a homeowner,? he said.

Working with volunteers to construct his own home was both a moving and fun experience, with lots of laughter and sharing a meal during breaks.

?It was humbling; that people had this time to invest in me,? Jones said. ?It?s overwhelming and sometimes unbelievable that there are still people who are still so willing to give?it?s hard to put into words.?

Jones said he could go on and on talking about the individuals and groups, including the high school students from Brewster,Carmeland Mahopac, who helped to build his family?s home.

?The kids came and worked like crazy,? he said. ?It was definitely built with a lot of love.?

And when work begins on the new Habitat home inPutnamValley, Jones said he and his wife will be there.

?For the next project, we see that we can get up on Saturday morning and go help ? help someone feel what I feel; which is complete,? Jones said.

Night Shift Might Boost Women's Breast Cancer Risk: Study

MONDAY, May 28 (HealthDay News) -- Women who work the night shift more than twice a week might be increasing their risk for breast cancer, Danish researchers find.

Moreover, the risk appears to be cumulative and highest among women who describe themselves as "morning" people rather than "evening" people, the researchers say.

"About 10 to 20 percent of women in modern societies have night shift work," said lead researcher Johnni Hansen. "It might therefore be one of the largest occupational problems related to cancer."

Right now, the reasons for these findings are uncertain.

"Night shift work involves exposure to light at night, which decreases the production of the night hormone melatonin that seems to protect against certain cancers," said Hansen, of the Institute of Cancer Epidemiology at the Danish Cancer Society, in Copenhagen.

In addition, light at night might introduce circadian disruption, where the master clock in the brain becomes desynchronized from local cellular clocks in different body organs, affecting the breast, he said.

"Repeated phase shifting may lead to defects in the regulation of the circadian cell cycle, thus favoring uncontrolled growth," Hansen said.

Also, sleep deprivation after night shift work leads to the suppression of the immune system, which might increase the growth of cancer cells, he added.

This is not the first time this association has been recognized. In 2007 the International Agency for Research on Cancer, part of the World Health Organization, said that working the night shift is "probably carcinogenic to humans," according to background information in the study.

The new study was published in the May 28 online edition of Occupational and Environmental Medicine.

To determine the effect of night shift work on the risk for breast cancer, Hansen's team collected data on more than 18,500 women who worked for the Danish Army between 1964 and 1999.

The researchers identified 210 women who had breast cancer and compared them to almost 900 similar women who did not have breast cancer.

All of the women were asked about their working patterns, lifestyles and other factors such as their use of contraceptives and hormone replacement therapy, and their sunbathing habits.

In addition, women were asked to classify themselves as "morning" or "evening" people.

In all, 141 women with breast cancer responded to the study questionnaires. In addition, 551 women who did not have breast cancer responded.

Among these women, the risk for breast cancer was increased 40 percent if they worked at night, the researchers found.

But for women who worked nights at least three times a week, and for at least six years, the risk was doubled, the findings showed.

Women who worked the night shift but who described themselves as morning people were at even higher risk of breast cancer. They were almost four times more likely to develop breast cancer as those who didn't work nights, according to the researchers.

In comparison, women who considered themselves evening people were twice as likely to develop breast cancer, they added.

Morning-preferring women who did not work at night had a lower overall risk of breast cancer than evening types, Hansen's team found.

"Since night shift work is unavoidable in modern societies, this type of work should be limited in duration and limited to less than three night shifts per week," Hansen said. "In particular, morning types should limit their night work," he added.

While the study found an association between night shift work and breast cancer, it did not prove a cause-and-effect relationship.

Men who work at night may also be at risk for prostate cancer, Hansen noted. This evidence comes from three small studies, he said.

Dr. Stephanie Bernik, chief of surgical oncology at Lenox Hill Hospital in New York City, said that "it's very hard to single out the causes of breast cancer and whether women on the night shift have a higher risk."

But there appears to be some truth to this, she added.

"Stress increases the risk of breast cancer and affects the body as a whole, and working at night can throw off your circadian rhythm and cause stress," Bernik said.

"This is another finding that breast cancer is caused by a multitude of different environmental and genetic influences, so this is probably a piece of the puzzle," she added.

An expert on environmental factors that affect cancer, Richard Stevens, from the department of community medicine at the UConn Health Center in Farmington, Conn., said that "the evidence is growing rapidly about light at night and, specifically, shift work and breast cancer."

"But, this is the first study about the morning/evening preference," he noted.

"If it's true that light at night increases the risk of disease, then there are very practical implications," Stevens said.

If lighting is really an issue in night work, it is known which wavelengths suppress melatonin the most, and lighting could be adjusted to eliminate those wavelengths, he explained.

There are other things people can do to avoid the effects of light at night on health, he added.

"For example, for health in general, if you wake up during the night, stay in the dark; don't turn on the light. If you turn on the lights it will start suppressing melatonin immediately," Stevens said.

"There is a lot more involved than melatonin, but it's a good marker if your circadian rhythm is being changed," he said.

Studies are ongoing on the risk of night work and prostate cancer, Stevens noted.

Japan?s Finance Minister Jun Azumi said the deal between China and Japan, the world?s second- and third-largest economies respectively, will see the system of setting yen-yuan rates via their US dollar values set aside.

The move is aimed at boosting trade and investment between the traditional rivals, and according to Japanese media it is unprecedented for Beijing to allow a major currency other than the greenback trade directly with the yuan.

?From June 1, the yen-yuan exchange rate will be constantly indicated in both markets, facilitating full-fledged direct exchange trading,? Azumi told a regular press briefing, according to Dow Jones Newswires.

By not using the dollar as an intermediate currency ?we can lower transaction costs and reduce settlement risks at financial institutions as well as making both nations? currencies more useful?, Azumi added.

Trading under the new regime will start in Tokyo and Shanghai on June 1, Azumi said.

China overtook Japan to become the world?s second-largest economy in 2010, and the neighbours are forging closer business ties despite frequent diplomatic spats over territorial claims and lingering historical animosities.

The yen, meanwhile, hit historic highs against the dollar last year, denting exporters whose products become more expensive overseas when the currency strengthens.

Scientists have developed an ultra-sensitive test that should enable them to detect signs of a disease in its earliest stages, in research published today in the journal Nature Materials.

The scientists, from Imperial College London and the University of Vigo, have created a test to detect particular molecules that indicate the presence of disease, even when these are in very low concentrations. There are already tests available for some diseases that look for such biomarkers using biological sensors or 'biosensors'. However, existing biosensors become less sensitive and predictable at detecting biomarkers when they are in very low concentrations, as occurs when a disease is in its early stages.

In today's study, the researchers demonstrated that the new biosensor test can find a biomarker associated with prostate cancer, called Prostate Specific Antigen (PSA). However, the team say that the biosensor can be easily reconfigured to test for other diseases or viruses where the related biomarker is known.

Professor Molly Stevens, senior author of the study from the Departments of Materials and Bioengineering at Imperial College London, said:

"It is vital to detect diseases at an early stage if we want people to have the best possible outcomes - diseases are usually easier to treat at this stage, and early diagnosis can give us the chance to halt a disease before symptoms worsen. However, for many diseases, using current technology to look for early signs of disease can be like finding the proverbial needle in a haystack. Our new test can actually find that needle. We only looked at the biomarker for one disease in this study, but we're confident that the test can be adapted to identify many other diseases at an early stage."

The team demonstrated the effectiveness of their biosensor by testing PSA biomarker samples in solutions containing a complex mixture of blood derived serum proteins. Monitoring the levels of PSA at ultralow concentrations can be crucial in the early diagnosis of the reoccurrence of prostate cancer, but classic detection approaches are not sensitive enough to carry out this analysis with a high degree of accuracy. The new test could enable more reliable diagnosis, but more research will need to be done to further explore its potential.

In their study, the team detected PSA at 0.000000000000000001 grams per millilitre, which is at the limits of current biosensor performance. By comparison, an existing test called an Enzyme-Linked Immunosorbent Assay (ELISA) test can detect PSA at 0.000000001 grams per millilitre, which is nine orders of magnitude more concentrated.

The biosensors used in today's study consist of nanoscopic-sized gold stars floating in a solution containing other blood derived proteins. Attached to the surface of these gold stars are antibodies, which latch onto PSA when they detect it in a sample. A secondary antibody, which has an enzyme called glucose oxidase attached to it, recognises the PSA and creates a distinctive silver crystal coating on the gold stars, which is more apparent when the PSA biomarkers are in low concentrations. This silver coating acts like a signal that PSA is present, and it can be easily detected by scientists using optical microscopes.

The next stage of the research will see the team carrying out further clinical testing to assess the efficacy of the biosensor in detecting a range of different biomarkers associated with conditions such as HIV and other infections. They will also explore ways of commercialising their product.

Adolescent Delinquency 425 multidimensional treatment Foster Care and violent behavior is a cost-effective alternative to incarceration or residential treatment, hospitalization and group for adolescents who have problems with chronic antisocial behavior, emotional disturbance and delinquency. Community families are recruited, trained and closely monitoring MTFC treatment and intensive assistance provide for adolescents-posted at home, at school, and in the community. Important elements of MTFC are the use of clear and consistent boundaries with follow-through on consequences, positive reinforcement for appropriate behaviors, a relationship with an adult mentoring and separation of delinquent peers. MTFC is aimed at teens with a history of chronic and serious criminal behavior at risk of imprisonment. The program highlighted to provide a structured and behaviour management methods youth therapeutic environment. Parents receive pre-service training, supervision, and run by a group program manager meetings weekly case. Additional supervision and support is also given during daily phone calls to check on youth progress and operation. During the placement maintains the youth of biological family contact with their child through guided visits and frequent contact with the MTFC case manager with respect to the progress of their child. In addition, they are also family therapy with the ultimate goal of the return of the youth back to the home. Continuity is maintained because biological parents taught are the same kind of structured behavior management system used in the MTFC. Other important contacts are maintained between the MTFC case manager and teachers, probation officers and other key figures in the life of the youth. Evaluations of MTFC have shown that youth programme in comparison with the control group of youth spend less restrictive placements faster resigned, on 12-month follow-up days locked up, and have fewer subsequent arrests.

Microsoft talks more on Windows 8 apps in the background

A few days ago, Microsoft posted up a new entry in its Windows 8 app developer block on how Windows 8 Metro apps can be coded to perform tasks while still running in the background of the OS. This week, the company posted up a new entry in the blog that offers up two examples of how background running apps can still be productive.

One example discussed was allowing background apps to run and accomplish tasks while a Windows 8 device is plugged into a power outlet, rather than running on battery power. Microsoft said that Windows 8 app developers can put in this kind of feature using what is called a maintenance trigger. The post explains:

The maintenance trigger is available to everyone and your app doesn?t need to be on the lock screen. The advantage of using a maintenance trigger background task is that it is guaranteed to not interfere with the user?s activity and, runs only on AC power. So you don?t need to worry about excessive battery usage.

Some example code is put into the blog on how to code in this maintenance trigger.

Yet another example is offering to give app users a way to give Windows 8 apps permission to run in the background while also appearing on the lock screen. The blog states:

This is a natural fit because the lock screen is designed to provide users info about their apps without the need for them to unlock their Windows 8 device. This relationship is a two-way street: your app can use these types of background tasks only if it is on the lock screen and, likewise, your app can appear on the lock screen only if it requests to use these types of background tasks.

Apps that might be a good fit for lock screen permissions include email clients which can show a number of unread emails to the user. Again, the blog offers up some example code to developers to show how a background running email app can download new emails from a POP account every 15 minutes. The blog also goes into some detail about how background apps do still have some CPU and network resource usage constraints and goes over those specific limits.

A Government delegation led by Prime Minister and Minister of Finance, the Rt. Hon Dr. Denzil L. Douglas, has secured a landmark ?stock-of-debt? restructuring deal from Paris Club creditors after an intense negotiation session held in Paris, France on 24th May 2012.

The discussions with the Paris Club were focused on how best to support the Government?s bold economic transformation efforts through the restructuring of the debts owed by St. Kitts and Nevis to the United Kingdom and the United States. The approach to the Paris Club was part of the comprehensive debt restructuring program launched by the Government in June 2011.

After six rounds of complex negotiations, the Government and the Paris Club agreed at the multilateral level to restructure over 20 years the entire stock of debt outstanding to the Paris Club, including the arrears. A grace period on principal repayments of seven years will also apply. Concessional rates of interest will apply to the rescheduling.

In addition, the Paris Club confirmed during the negotiations that further concessions from the Paris Club creditors at the bilateral level are likely. The Government expects that these concessions could involve the outright cancellation of over 60% of the debt treated at the multilateral level on 24 May 2012, as well as other additional concessions.

During the negotiations the Paris Club saluted the outstanding results of the Government?s economic reform drive and general debt restructuring effort to date. The Club?s members, who include representatives from the world?s developed economies, acknowledged that the Government?s determination to tackle the country?s problems in a decisive way will help ensure that St. Kitts and Nevis is well placed to withstand the headwinds of an increasingly uncertain international environment.

The Paris Club also indicated that it was the Government?s commitment to a sound macroeconomic course, as well as the approach taken with the general debt restructuring, that persuaded the group to grant restructuring terms that are exceptional for a country in the upper-middle income category.

Speaking after the signing of the Agreed Minutes, Prime Minister Douglas commented: ?We understand that the negotiations were tougher and took a little longer than the Paris Club had expected. This may be the case, but it was important for us to have the opportunity to explain our situation properly, and to secure the right agreement for us.?

The Prime Minister added, ?Even before we take into account the additional concessions from our creditors that are expected to come at the bilateral level, the agreement signed in Paris yesterday has no precedent in the Caribbean, and is amongst the most concessional ever to have been granted by the Paris Club to an upper-middle income country anywhere in the world. We are delighted at this recognition of our efforts, and thank the Paris Club for its support.?

The Prime Minister was accompanied during the negotiations by Mrs. Janet Harris, Financial Secretary at the Ministry of Finance, and by the financial advisors from White Oak Advisory LLP.

The bilateral agreements that will implement the 24 May 2012 agreement, and that are expected to incorporate the additional concessions, are scheduled to be signed later this year.
