The fight for Cuban-Americans is on in Florida (AP)

HIALEAH, Fla. ? If Mitt Romney wins Tuesday's primary, a sliver of the GOP electorate in Florida may be one of the big reasons. Cuban-Americans are deeply committed voters who can have an impact in competitive races, and Romney has strong support among the influential Cuban-American establishment.

Older exiles also tend to vote heavily through absentee ballots, where the former Massachusetts governor all but certainly has an edge. And the candidate's emphasis on fixing the economy is resonating with backers like Jesus Ovidez, who cares more about jobs than he does U.S. policy toward Cuba.

"When we are in a better position here, then we can worry about over there. But first you have to put your own house in order," said Ovidez, who spent months in a forced labor camp before fleeing the island in the late 1960s.

Ovidez has been a co-owner of Chico's Restaurant in the heavily Cuban-American community of Hialeah north of Miami for more than 30 years. He gestured around to the mostly empty chairs during one recent lunch hour and talked about how Romney's emphasis on the economy was one of the main reasons he already has cast his vote for the former businessman.

"There's no money. People don't go out to eat any more," said Ovidez. Maybe, he said, Romney can help change that. Plus, Ovidez argued, Romney is the only Republican who can beat President Barack Obama, saying: "He's an individual who is a millionaire, and with money you win elections."

During the past week, a series of polls have shown Romney pulling ahead of chief challenger Newt Gingrich in the run up to Tuesday's primary.

Overall, roughly 11.1 percent of registered Republicans in Florida are Hispanic. And of all Hispanic voters in the state, 32.1 percent are Cuban, 28.4 percent are Puerto Rican and 25 percent come mostly from Central and South America., according to the Pew Hispanic Center, which cites the Florida Division of Elections.

Ana Carbonell, a longtime political operative now working for Romney, estimates that 14 percent of the GOP primary vote comes from Miami-Dade County and, of that, 75 percent is Cuban-American.

Generally, Cuban-American voters have the highest turnout rates. In 2008, they helped John McCain win the primary over Romney, who lost heavily in Miami-Dade County, where this voting group is most concentrated.

Cuban-American voters are particularly reliable in the primary in part because so many of the older exiles vote early through absentee ballots, and Romney's campaign ? with the significant help from local Cuban-American political leaders ? has led all other campaigns in encouraging Floridians to vote before Tuesday. He or his allies have been on the TV airwaves since December targeting early voters. And in recent days, they have flooded Spanish-radio and TV with ads attacking Gingrich.

Romney's strength among the old-guard Cuban-Americans was evident last week when he received a standing ovation before he even spoke to more than 400 exile political and civic leaders. They packed the Freedom Tower in downtown Miami, where thousands fleeing Fidel Castro's revolution first received health care and were processed by immigration officers in the 1960s. Romney was flanked by prominent Cuban-American politicians, including former Sen. Mel Martinez and Rep. Ileana Ros-Lehtinen, the first Hispanic woman elected to Congress.

While Romney highlighted his business background and spoke on the economy, he also tapped into the pride many Cuban-Americans still feel toward the island nation and their angst over its leaders.

"If I'm fortunate enough to become the next president, it is my expectation that Fidel Castro will finally be taken off this planet," Romney told the crowd to wild applause. Castro, 85, has been ill since 2006, when he handed over power to his brother, Raul. "We have to be prepared, in the next president's first or second term, it is time to strike for freedom in Cuba."

Arguably the state's most popular Cuban-American politician, Sen. Marco Rubio, has withheld an endorsement during the primary but came to Romney's defense in the past week, criticizing Gingrich over an ad that labeled Romney anti-immigrant.

Gingrich, for his part, has called for a U.S.-supported "Cuban spring" uprising against the long-standing communist regime.

If elected, he told a crowd of Hispanic business and civic leaders Friday, he would bring to bear "the moral force of an American president who is serious about intending to free the people of Cuba, and willingness to intimidate those who are the oppressors and say to them, `You will be held accountable.'"

Gingrich has talked of covert action to overthrow the government of Raul Castro, though he insisted such efforts would not include violence.

And he signed a pledge to roll back the ability of Cubans to visit and send money to relatives on the island to the strict limits Bush imposed in 2004. Such promises play well in the older exile community, many of whose homes were confiscated during the Cuban revolution and are far less likely than newer Cuban immigrants to have close family there.

Gingrich also aired a Spanish-language radio ad in South Florida, reminding voters of Romney's 2007 presidential campaign gaffe, in which he proudly declared in Little Havana, "Patria or muerte, venceremos!" (Fatherland or death, we shall overcome) ? not realizing the line was a slogan of Fidel Castro.

All that has helped sway retired insurance agent and Cuban exile Bernardo Diaz.

Last week, he declared his vote for Romney.

"I don't want Obama, and he's the only one who can win," Diaz said, as he puffed on a cigarette outside the famed Versailles Restaurant in Miami's Little Havana.

Days later, he had changed his mind, saying: "I'm leaning toward Gingrich. Gingrich seems more energetic, stronger on Cuba."

Small business hiring slows, wages dip in January (Reuters)

WASHINGTON (Reuters) ? Small business payrolls grew at a slower rate in January and wages fell, an independent survey showed on Monday, suggesting the pace of overall job growth moderated after December's sturdy gain.

Small businesses added 50,000 jobs, payrolls processing firm Intuit said, compared with a gain of 60,000 in December. Still, labor market conditions continue to improve.

"Overall the small business labor market is not weak, but not strong either," said Susan Woodward, the economist who developed the survey. "Small business employment continues to rise but at a rate that will not get us back to full employment very quickly."

The government's more comprehensive employment report due on Friday is expected to show nonfarm payrolls increased 150,000 in January, according to a Reuters survey, after rising 200,000 the prior month.

The unemployment rate is seen steady at a near three-year low of 8.5 percent.

The Intuit survey is based on responses from about 72,000 small businesses with fewer than 20 employees that use the Intuit Online Payroll system. It covered the period from December 24 to January 23.

The average monthly salary for small business employees fell 0.1 percent, or $3, to $2,632 in January. The average workweek eased 0.1 percent to 24.8 hours.

Living with 30 percent inflation, regular power outages, and one of the highest murder rates in the world, however, the middle class has since tired of Ch?vez.?A tough fight lies ahead. The candidate who will take on Ch?vez in Venezeula?s October Presidential election will be chosen in primaries held on Feb. 12.

Young state governor Henrique Capriles Radonski is likely to take that mantle. He's less known outside the country than his former rival,?Leopoldo L?pez, who has spoken out against Ch?vez on the world stage. Mr. L?pez?was set to be the opposition?s frontrunner until the government disqualified him from holding office under a law that many critics say was simply created to stifle those with a chance at challenging the president. Despite that, L?pez was still high in the polls until a couple of weeks ago (Jan. 24) when he stepped out of the race, redirecting his considerable momentum to Mr. Capriles? campaign. With the?support of L?pez, Capriles is expected to win the February primary.

Unlike L?pez and other opposition candidates who are seen as wealthy outsiders by the country?s poor, Capriles has been courting the barrios of Venezuela rather than the boardrooms of the United States, appealing to Ch?vez?s core support.

?He?s the only one who can penetrate the poor,? says Carlos Romero, a political analyst at the Central University of Venezuela.

Freed Egypt activist says will not stay silent (Reuters)

CAIRO (Reuters) ? An Egyptian activist who became a symbol of resistance to the army's trials of civilians said Saturday he would not be silenced and denounced the army for detaining and mistreating "prisoners of conscience."

Maikel Nabil has been jailed twice since President Hosni Mubarak was toppled from power last February on charges of defaming the army, but was pardoned by the head of the ruling army council earlier this month along with almost 2,000 others.

In his first public appearance since his release from military jail, the 25-year-old said the army had tortured him in prison but he remained defiant.

"We cannot be silent about any violation against us," said Nabil, whose staged a hunger strike during his imprisonment.

Nabil, a Coptic Christian by birth, was jailed after using his blog (www.maikelnabil.com) to accuse the army of attempting to quell the uprising against Mubarak. At the time, most Egyptians saw the army as a neutral force, admired for their role in defending the nation, in contrast to the hated police.

But many Egyptians have since been horrified by images of soldiers dragging, beating and firing tear gas at protesters who were demanding a swift end to military rule.

Nabil said that during his detention he was given drugs that blurred his mind and was also kept in a psychiatric hospital for some of the time, despite being mentally sound.

"This was a tactic to affect my psychological state, to create a kind of hysteria and panic," Nabil told a news conference in Cairo. "It is unthinkable that such tactics are used in 2011."

He said he was confined for some of the time in a cell one meter by one meter in which a lamp continually flickered.

Army sources could not be immediately reached to respond to Nabil's comments.

The rights group 'No To Military Trials' estimates 12,000 people have been referred to military courts since Mubarak's fall, many more than in the whole of Mubarak's 30-year rule when security courts were the favored venue for emergency trials.

When he appeared before a military court, Nabil said he was barred from calling witnesses. He said he had received messages of support from junior army officers who opposed the army's crackdown on dissent, but did not give details.

Nabil described seeing two prisoners being stripped naked and beaten. "It was the first torture incident I witnessed with my own eyes," he said.

It was not possible to independently confirm his account.

Generals who have ruled Egypt since Mubarak's fall have pledged to hand over to civilian rule by July. They routinely deny charges of abuses or of trying anyone because of their opinions.

International rights groups have accused the army of using heavy-handed tactics, reminiscent of techniques use during Mubarak's era, to stifle dissent.

Can NATO force weather France's faster exit? (AP)

KABUL, Afghanistan ? France's call for a speedier NATO exit from Afghanistan reflects the depth of war fatigue in the West and raises fears that other countries in the U.S.-led coalition will succumb to rising political pressure and pull their troops home early.

French President Nicolas Sarkozy's decision to fast-track its withdrawal ? just days after an Afghan soldier gunned down four French troops ? is the latest crack in a coalition already strained by economic troubles in Europe and the United States, the Afghan government's sluggish battle against corruption, on-again off-again cooperation from neighboring Pakistan and a dogged Taliban bloodied but not beaten.

The international coalition is already rushing against the clock to meet President Hamid Karzai's goal of having the Afghan police and army in charge of the nation's security by the end of 2014. France's break with that timetable, which was agreed to by NATO members, now raises the question: Can the coalition stay together until then?

Resetting the date to end the coalition's combat mission could strengthen arguments for President Barack Obama to accelerate U.S. troop withdrawals beyond the 33,000 he's sending home by the end of this year, and reopen a debate over whether setting a withdrawal deadline allows the Taliban to seize more territory once foreign forces are gone.

It's unclear whether Sarkozy's call for all foreign forces to hand security over to the Afghan forces in 2013 will have any traction when it is presented next week at a NATO defense ministers' meeting in Brussels. If other nations see France's move as a green light to speed up their withdrawals, it will complicate the current strategy for a coordinated pullout.

In a gentle rebuke to France, British Prime Minister David Cameron said in London on Saturday that withdrawals should be dependent on security conditions on the ground. Britain has said it's keeping to plans to withdraw its 9,500 troops from Afghanistan by the end of 2014.

"The rate at which we can reduce our troops will depend on the transition to Afghan control in the different parts of Afghanistan, and that should be the same for all of the members of NATO," Cameron said after meeting with Karzai.

Other nations facing extreme economic problems, such as Italy and Spain, are not planning early withdrawals.

"We are a responsible country. We are a big country that honors its commitments that it agrees to make," said Minister Giampaolo Di Paola, defense minister in Italy, which this week signed a pact aimed at supporting Afghanistan after foreign forces withdraw in 2014.

Germany also said it agrees with the goal to hand over security responsibility by the end of 2014 and withdraw combat troops.

Sarkozy said France will speed up its withdrawal and pull 1,000 ? up from 600 ? out this year and bring all combat forces home at the end of 2013. Sarkozy also said France would hand over authority in the province of Kapisa, where the French troops were killed this month, by the end of March.

France, which now has about 3,600 soldiers in the coalition force, joins the U.S., Britain, Germany and Italy in the top five largest troop-contributing nations.

Talk of an accelerated exit alarmed many Afghans, especially those who have cast their lot with the U.S.-backed government but have little confidence in their country's own security forces. Some said France was reneging on its promises.

Afghan lawmaker Tahira Mujadedi, who represents Kapisa, said Afghan forces there aren't ready to go it alone in fighting the Taliban insurgency, which is especially strong in several of the province's districts. She warned that if NATO forces do pull back from Kapisa, it could also destabilize nearby Kabul. Foreign forces should consider staying even longer than 2014, she said.

"When military forces are present in a war zone, anything can happen," said Mujadedi, who expressed sadness about the French troops who were killed.

But she added: "They are not here for a holiday."

Former Afghan interior minister and military analyst Abdul Hadi Khalid said Sarkozy's decision was clearly political. Sarkozy's rival in spring presidential elections in France, Socialist candidate Francois Hollande, has pledged to pull French troops out of the war if he is elected in May.

"Why is he raising this now?" Khalid asked. "He is trying to get political benefit out of it."

So far, Karzai has reacted cautiously to the idea of a 2013 handover. He can ill afford to anger major coalition partners, yet he wants to be seen as the leader of a country capable of security itself.

"We hope to finish the transition ... by the end of 2013 at the earliest ? or by the latest as has been agreed upon ? by the end of 2014," Karzai said.

NATO spokeswoman Oana Lungescu underscored the coalition's solidarity, saying that all nations agreed at a Lisbon summit in 2010 to complete the transition to Afghan-led security by the end of 2014.

"Transition is well on track to be completed by the end of 2014, as we all agreed," she said. She said NATO nations would "take stock, shape the next stage of transition" at its summit in Chicago in May.

In Chicago, NATO members will discuss another contentious issue: Who will pay the salaries of the more than 300,000 Afghan policemen and soldiers after 2014. Estimates range from $5 billion to $6 billion a year.

Thomas Risse, a political scientist at Berlin's Free University, said the problem of securing commitments to finance the Afghan security forces comes as a general fatigue with foreign interventions grips Europe and the United States.

"The public mood in most NATO countries is that they want their boys back as soon as possible and they don't care much about Afghanistan either way," Risse said. "The political elites have undertaken to keep up the military commitments, but I'm not sure they will be able to sustain those promises in the face of such a strong public mood."

"As far as the money (for the post-2014 period) is concerned, I don't think there is any mood in Germany to throw money after the Karzai regime," he added.

Stories of Afghan security forces killing their foreign partners make it that much harder to sell the war in cash-strapped countries.

The deadly shooting of the four French soldiers on Jan. 20 was the second against French forces in a month; two members of the French Foreign Legion were killed by an Afghan soldier on Dec. 29. On Thursday, an Afghan man wielding a knife tried to attack foreign troops in southern Afghanistan before being arrested. The Taliban said the man was upset about a video that purportedly shows U.S. Marines urinating on Afghan corpses.

The promise to pull out by 2014 has appeased immediate public demand, said Malcolm Chalmers, a professor of defense at Kings College in London.

"But as the (economic crisis) continues to deepen and these types of incidents continue to occur, it's very possible that there will be renewed public pressure to accelerate the pace of withdrawal," he said. "My expectation is that there will be a steady and substantial withdrawal starting this year."

Asked if France's break with the coalition could spark a wider split, Kate Clark, senior analyst with the Afghanistan Analysts Network, said it could be troublesome for countries deploying troops to Afghanistan. While the U.S. contributes the bulk of troops, any cracks in the coalition could dampen morale of all foreign forces on the battlefield, she said.

"The foreign troops have been here for 10 years. That's a long time," she said. "There's a certain war-weariness among the voters of a great many of those countries."

Then again, she pointed out that the Netherlands and Canada have drawn down their forces in recent years and the coalition has not crumbled.

Youth rage boils amid north Nigeria sect attacks (AP)

KANO, Nigeria ? The angry youths piled on top of the burned-out truck near a blood-spattered police station Wednesday in Nigeria's north, alternating praises for the radical Islamist sect that bombed the precinct and promising to kill any officer who returned.

The crowd overran the station that morning following an attack there the previous night, apparently by the sect known as Boko Haram, which last week killed at least 185 people in a coordinated assault that struck several police stations in the country's second-largest city of Kano.

Their jubilation underscored a growing danger from Nigeria's exploding population: a swarming unemployed and undereducated youth across the north whose anger at Nigeria's corrupt and weak central government make them ready recruits for the sect and other radicals.

"The poorer Muslim north sees systemic bias in the provision of basic services and repeated incidents of police brutality," a recent report from Washington-based think tank The Jamestown Foundation said.

Suspected members of Boko Haram surrounded the police station Tuesday night in the Sheka neighborhood of the sprawling and dusty city of Kano, home to more than 9 million people. The gunmen ordered civilians to get off the street, then began chanting "God is great" as they threw homemade bombs into the station and sprayed it with assault rifle fire, witnesses said.

Associated Press journalists saw youths overrun the station Wednesday, as black soot and smoke charred its walls. Doors to jail cells stood open. Blood coated the floor of the local commander's private bathroom. Investigative files apparently rifled through by attackers or the crowd covered the floors.

Older men around the neighborhood attempted to calm down the youths gathered there, with one trying to lock up the station while security forces remained nowhere to be seen. Most Muslims across Nigeria's north say they disapprove of Boko Haram, which claimed the assault Friday in Kano that killed at least 185 people.

"We are not satisfied with what is happening now," said 26-year-old Abubakar Muawuya. Our leaders "have to call this Boko Haram and sit down with them."

But the group there remained jubilant, repeatedly beating on the burned-out truck. Cheering youths waved an officer's uniform and others jumped up and down on the truck, with one wearing a police ballistic helmet.

Some also ominously asked journalists visiting the site if they were Christians.

Nigeria's youth represent what a British Council report last year described as a looming "demographic disaster" for Africa's most populous nation. Estimates in the report suggest Nigeria's population of more than 160 million people will swell by another 53 million people by 2050. And while the country makes billions from producing oil, agriculture and other vocations have wilted away, meaning fewer jobs for the growing population where many earn less than $2 a day without access to electricity or clean drinking water.

Illiteracy remains high as an education gap grows wider ? children have access to better schooling in the Christian-majority south compared to those in the Muslim north, the report said. Analysts worry that will give extremist groups like Boko Haram fertile grounds to grow as well.

Boko Haram wants to implement strict Shariah law and avenge the deaths of Muslims in communal violence across Nigeria, a multiethnic nation of more than 160 million people split largely into a Christian south and Muslim north. The group, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north, has now killed at least 262 people in 2012, more than half of the at least 510 people the sect killed in all of 2011, according to an Associated Press count.

On Wednesday, Niger's foreign minister Mohamed Bazoum said the sect received training and weapons from al-Qaida in the Islamic Maghreb, al-Qaida's north Africa branch.

"There is no doubt the two organizations are connected and that they have the same objective of destabilizing our region," he said.

So far, Nigeria's weak and corruption-riddled central government has been unable to stop Boko Haram's increasingly bloody attacks. On Wednesday, President Goodluck Jonathan placed the federal police's top official on "terminal leave" following the Kano attacks. Inspector Gen. Hafiz Ringim remained in the top position in the police force and was given a national honor recently despite the unrelenting attacks.

A statement from the presidency also said Jonathan "approved the retirement" of all deputy inspector generals of police and appointed a committee to look at ways of reforming a police force still organized much like the British colonial government left it.

However, it remains unclear what can be done to salvage a police force where more than a fourth of its officers serve as assistants and drivers to the country's elite, while many of the rest extort motorists at checkpoints. Ringim himself was due to retire anyway in several months.
